I. Online Social Network Application Forms include:

Online social networking license (template)
A certified copy of one of the following documents: registration certificate (for enterprises established under the Law on Enterprises);
Investment certificate (for enterprises established under the Law on Investment);
Establishment decision (for non-business organizations).
Business registration certificates, investment certificates, establishment decisions must have branches, trades or business lines xin giấy phép mạng xã hội or functions and tasks suitable to the type of social network services to be provided;
A university diploma or equivalent or higher (authenticated copy) and a curriculum vitae of the person in charge of managing the contents certified by a competent state agency, with a photo and a back seal;
-Application project signed and stamped by the head of the organization or enterprise applying for a license.
The scheme includes the following main contents:
+ Methods of organizing social networks, types of services, scope and fields of information exchange;
+ The organizational, personnel, technical, information and financial management plans to ensure the operation of the social network in accordance with the provisions of Clause 5, Article 23 of Decree No. 72/2013 / ND-CP; Meet the conditions specified in Article 3, 4 and 5 of Circular No. 09/2014 / TT-BTTTT;
+ Location of the machine in Vietnam;
An agreement to provide and use social networking services must contain at least the following:
+ The content banned from exchanging, sharing on social networks;
+ Rights and responsibilities of users of social networking services;
+ Rights and responsibilities of organizations and enterprises establishing social networks;
+ Processing mechanism for members violating the agreement on the provision and use of social networking services;
+ Warn users of the risks of storing, exchanging and sharing information on the Internet;
+ The mechanism for settling complaints and disputes between social network members and organizations or enterprises establishing social networks or with other organizations or individuals;
+ To publicize the collection or processing of personal data of service users in the agreement on provision of use of social networking services;
+ Privacy policy, private information of social networking service users.

II. Order and how to do it
1. Order of implementation: Organizations and enterprises applying for the permit to establish social networks
Send the dossiers of proposals to the Radio, Television and Electronic Information Department.
Within 30 (thirty) working days as from the date of receiving valid dossiers, the Radio and Television Broadcasting and Electronic Information Commission shall evaluate them and submit them to the Minister of Information and Communication for granting permits. In case of refusal, the Radio and Television Broadcasting and Electronic Information Department shall reply in writing, clearly stating the reasons therefor.
2. Method of Implementation: Directly or through the postal system.
